Strengthening Water and Sanitation Utilities in Bolivia

VEI is proud to collaborate with the Inter-American Development Bank (IDB) on a technical cooperation project that aims to strengthen water and sanitation service providers (EPSAs) across Bolivia. Leveraging the successful Water Operators’ Partnerships (WOP) approach, this project focuses on enhancing operational efficiency, service quality, and sustainability in the sector.

Many local water utilities in Bolivia face structural challenges—ranging from outdated infrastructure and limited technical capacity to financial constraints and rapid urban growth. Recognizing that sustainable change comes from within, this project is built on peer-to-peer learning and practical, on-the-ground support between utilities.

The objective is to improve service delivery processes and performance of five prioritized Bolivian local water and sanitation utilities (EPSAs) by facilitating knowledge transfer, implementing performance-enhancing initiatives, and strengthening institutional capacity through:

  • Capacity-building initiatives tailored to each utility’s specific needs to identify and guide operational and managerial improvements.
  • Practical implementation of improvement plans by implementing selected initiatives in pilot utilities to validate and refine improvement strategies in real-world conditions.
  • Institutional learning and sector-wide knowledge sharing by documenting and sharing lessons learned and best practices across the sector, supporting a culture of continuous improvement and peer learning.
  • Strengthening long-term resilience and service continuity by robust technical and financial management to ensure effective delivery and alignment with project goals.

By strengthening operational performance and promoting collaboration between utilities, this project aims to build long-term resilience in Bolivia’s water and sanitation sector—improving lives, protecting public health, and advancing the Sustainable Development Goals.
