Sustainable and Resilient pro-poor water supply

The context of the project lies in the sustained provision of water to the Philippines’ second largest urban centre, Metro Cebu, and the delivery of water services to an increasing customer base. The Public Private Partnership (PPP) aims to bring the distribution closer to poor areas and provide water directly to the very poorest of the population. 

Project targets

IMPROVED ACCESS TO A SAFE WATER SUPPLY, THROUGH:

• Expanding the MCWD network to slum areas and connecting 80,000 people to the supply of safe water
• Building and operating an individually metered water network in each slum area so that 30,000 of the poorest people have access to safe and reliable water
• Establishing a micro-financing system so the upfront connection fee is spread over 14 months and there is daily billing and collection of consumed water
• Implementing a WASH behavioral intervention programme within the slum communities

FLOOD AND TYPHOON RESILIENCE, THROUGH:

• Providing 27 emergency generators at key water production sites so that there is continuity of supply even during electrical outages and typhoons
• Provision of asset management, risk assessments and emergency planning to ensure network resilience and mitigated impact of natural disasters on the water supply

OPERATIONAL AND FINANCIAL STABILITY OF MCWD, THROUGH:

• Producing and implementing a World Health Organisation approved Water Safety Plan
• Dutch experts providing technical assistance to over 600 people on operational and financial project management
