WaterWorX project: WOP Bangladesh
The WOP with Dhaka WASA is new to WaterWorX but builds on an ongoing Water Operators Partnership with VEI which started in 2013 in two consecutive phases, WOP1 (2013-2016) and WOP2 (2017-2021). Both phases were co-financed by the Netherlands Embassy in Dhaka.
In order to support the uptake of these infrastructural investments by DWASA, DWASA & VEI joined in the first Water Operator Partnership (WOP1) in 2012. During WOP1 a start was made with the construction of the DMA network within the 11 MODS Zones of Dhaka WASA. The implementation activities of WOP1 focused on 3 DMAs in MODS Zone 5 only, and the project was completed in 2017.
DWASA & VEI joined in the second Water Operators Partnership (WOP2) in 2017 with a focus on sustainable management of the newly constructed network. At that point DWASA has already commissioned 53 DMAs in the 11 MODS Zones based on the work done in WOP1. The implementation activities of WOP2 focused on 6 DMAs in MODS Zones 3, 4 and 10, with the overall objective to enhance the operational performance and management capacities of DWASA, and to support DWASA in contributing to sustainable water services delivery to the public, including low-income communities, through improvement of DMA operations. WOP2 aimed at increasing performance, improving operations and reducing system loss, and enhancing the overall capacity of DWASA.
The critical attribution of the WWX Phase 2 WOP with Dhaka WASA is not to identify and develop new investments and acquire investment finance, but to sustain the built infrastructure. By introducing better management and better operational practices and institutionalizing these within the utility, Dhaka WASA can increase the “absorption capacity” for its expanding operational infrastructure. The WWX Phase 2 WOP will attribute to the sustainability of the ADB’s infrastructure investments and the sustainability of the investments in the LIC water provision.
